La embajadora ante ONU, María Cristina Perceval, confirmó a la prensa que el martes próximo el Consejo de Seguridad, bajo la presidencia de Cristina Fernández de Kirchner, tratará la protección de civiles, la cooperación con las organizaciones regionales para mantener la paz y la situación en Haití.

"Sentimos la responsabilidad de representar los anhelos, las demandas y los intereses en el mantenimiento de la paz y la seguridad en nuestra región de América Latina y el Caribe", destacó Perceval, en su primera rueda de prensa como presidenta de turno del Consejo de Seguridad.

Explicó que se tratará la propuesta argentia en conflictos armadas, poniendo atención en cuestiones humanitarias, acerca de las cuales el 19 de este mes se celebra el día mundial. En tal sentido, anunció que después de la conmemoración habrá un debate en ONU, en el cual Ban Ki-moon será breaffer, adelantando el desarrollo del tema que tenía programado para fin de mes, y que la ex vicecanciller y actual consejera del Palacio San Martín, Ruiz Cerutti, participaría de la jornada.

Al describir la agenda de trabajo del máximo órgano de decisión de la ONU durante los próximo treinta días, la funcionaria explicó que el debate abierto del martes contará con la participación del secretario general de la ONU, Ban Ki-moon, y está prevista la presencia de altos funcionarios de América Latina, como el canciller argentino, Héctor Timerman, el brasileño, Antonio Patriota, y el chileno, Alfredo Moreno.

Intervendrán asimismo el ministro de Exteriores de Cuba, Bruno Rodríguez, como presidente protémpore de la Comunidad de Estados Latinoamericanos y del Caribe (Celac), y la jefa de la diplomacia peruana, Eda Rivas, como presidenta de turno de la Unión de Naciones Suramericanas (Unasur).

Informó asimismo de un segundo debate abierto durante agosto, que tendrá lugar el 19, y versará sobre la protección de civiles y las cuestiones humanitarias, en el que además de Ban participarán la subsecretaria general para Asuntos Humanitarios de la ONU, Valerie Amos, y un representante del Comité Internacional de la Cruz Roja (CICR).

Por otro lado, el Consejo de Seguridad organizará el 29 de agosto otro debate sobre la Misión de Naciones Unidas para la Estabilización de Haití (Minustah), en el que su jefa, Sandra Honoré, presentará el informe del secretario general sobre la situación en ese país y se harán consultas con los países contribuyentes de tropas.

Preguntada por la guerra en Siria, la presidenta del Consejo de Seguridad aseguró que es un tema que "ocupa, preocupa y compromete" al máximo órgano de decisión de la ONU, y aseguró que si así lo acuerdan los estados miembros se convocará una reunión "cuando sea necesario".

"Todos tenemos que lograr ser una única voz y trabajaremos para eso", dijo Perceval, quien en su calidad de embajadora argentina respondió que su país seguirá trabajando con el Consejo para que la ONU responda a la grave crisis humanitaria en Siria y encontrar una solución al conflicto en ese país.

Además, abogó por trabajar "sin mezquindades" y con "amplitud" de miras para lograr que se concrete la celebración de una conferencia internacional en Ginebra, propuesta en mayo pasado por Rusia y Estados Unidos para abordar la situación en Siria, y que todavía no ha logrado materializarse por diferencias sobre su estructura.

Perceval anunció también que el debate sobre la situación en Oriente Medio tendrá lugar el 20 de agosto, en el que habrá una intervención del secretario general adjunto de la ONU para Asuntos Políticos, Oscar Fernández-Taranco, seguida de una ronda de consultas entre los estados miembros.

"Argentina, como miembro no permanente del Consejo, reconoce los esfuerzos diplomáticos que está haciendo Estados Unidos y seguirá trabajando de forma constructiva para que se pueda lograr lo que la ONU y el Consejo de Seguridad han planteado como horizonte: una solución de dos estados", subrayó la embajadora.

Preguntada sobre la cuestión de las islas Malvinas, Perceval dijo que "todos" saben que es un tema de soberanía que enfrente a su país con el Reino Unido, pero que no corresponde al Consejo de Seguridad pronunciarse al respecto ya que se está debatiendo en el Comité de Descolonización de Naciones Unidas.

Perceval, que evitó pronunciase sobre el asilo político de Rusia al exanalista estadounidense de inteligencia Edward Snowden, aseguró que los cancilleres del Mercosur elevarán la próxima semana al Consejo su nota en la que expresaron su malestar por el espionaje de Estados Unidos en varios países de América Latina.

Se trata de la novena ocasión en la que Argentina forma parte del Consejo de Seguridad, la primera vez en 1948-1949 y la última en 2005-2006, puesto para el que fue elegida en octubre pasado, junto a Ruanda y Australia, para el bienio 2013-2014, en una votación en la Asamblea General.

Argentina conforma junto con Guatemala el bloque de países de la región de América Latina y el Caribe representados en el Consejo de Seguridad como parte de los 10 miembros no permanentes de este organismo compuesto por 15 Estados.
